Simon Clare Appointed to Horserace Betting Levy Board

Entain's Simon Clare has been elected as the Betting and Gaming Council's (BGC) representative on the Horserace Betting Levy Board (HBLB). This appointment, which took effect on October 7, follows Clare’s successful tenure at Entain, where he serves as Customer Communications Director. 

The HBLB is responsible for distributing a portion of bookmakers' profits to enhance horseracing, including improvements in breeding and veterinary science. The board consists of seven members, with one seat held by the BGC, representing the interests of bookmakers.

CEO of BGC Welcomes Clare’s Appointment 

In a statement regarding Clare's appointment, Grainne Hurst, CEO of the BGC, expressed enthusiasm, stating, “We’re delighted Simon is joining the HBLB. He brings an unrivalled wealth of experience… and I know his wisdom and knowledge will be crucial assets to the HBLB over the coming years.” 

Hurst also acknowledged the contributions of Clare’s predecessor, Mike O’Kane, who played a pivotal role during a transformative time for the racing industry. 

The HBLB is expecting BGC members to contribute approximately £105 million in Levy payments for the last year, marking a £5 million increase from the previous year. This increase has allowed the HBLB to boost its prize money contribution for 2024 to £70.5 million, up from £67.3 million in 2023. 

Clare has Wealth of Experience Within Betting and Horseracing Sector 

Clare, who has nearly thirty years of experience in the betting and horseracing sectors, began his career with The Jockey Club Graduate Scheme before moving to various roles at the British Horseracing Board, Ladbrokes, and Coral. He has been a strong advocate for horse racing and participated in a charity race at the 2015 Cheltenham Festival. 

In a heartfelt reflection on his new role, Clare stated, “I am extremely honoured to be joining the Horserace Betting Levy Board as the betting representative. Mike O’Kane will be a hard act to follow...so I will hopefully be able to make a valuable contribution to the Board.” 

BGC Members Contribute Enormously to Economy  

Simon Clare’s appointment comes during a time of significant support for British horseracing, with BGC members estimated to contribute around £350 million annually through Levy, media rights, and sponsorship deals. The regulated betting and gaming sector itself supports 110,000 jobs, generates £4.2 billion in taxes, and contributes £7.1 billion to the UK economy, with approximately 22.5 million adults participating in various forms of betting each month.
